The IMO Compendium publications (HTML and MS Excel) are based on the Circular approved by the relevant FAL Committee meeting. The relevant Circular information is provided in the "Preamble of ..." menu link and text on the Home page of the IMO (HTML) Compendium.
The Circular numbering policy applies the following semantic rule:
FAL.<FAL Committee number [n..2]>/Circ.<FAL Circular number [n..3]>
